Cornwall Women's Cricket Association

1.       To establish and maintain policies, procedures and practices that encourage the smooth and efficient running of women’s and girls’ cricket in Cornwall.

• Increase the number of administrators by 50%. 

2.       To provide a framework for inter-club activity and a progressive competitive structure.  Create an environment where individuals and teams can develop towards the highest level to which they aspire.

• Increase to 15 the number of clubs with girls’ sections (from 11 in 2012). 
• Develop girls’ competitions, eventually into 2, 3 or 4 geographical leagues per age-group. 
• To have 2 new adult Women’s teams taking part in the League by 2015.
• Field CSCA teams continuously at U13, U15, U17 levels from 2015. 

3.       To promote Women’s and Girls’ cricket by seeking maximum media publicity for the game.

• Regular reports to appear in the local press. 

4.       To liaise with Cornwall Cricket Board Ltd and to create and maintain effective relationships with all bodies involved in Cornish cricket, in particular CCCC, CSCA, CYCL and CACC, for the purpose of positively influencing the quality and nature of female cricket in Cornwall.

• Achieve Full Voting Membership of CCB Limited.
• Increase the number of active female volunteers, especially coaches and umpires, by 50%.

 

 

CORNWALL WOMEN’S CRICKET ASSOCIATION  CONSTITUTION

 

  Title

 

 1.        The Title of the Association shall be "The Cornwall Women’s Cricket Association" (hereinafter called 'The Association)".

 

 Objects

 

 2.        The objects of the Association shall be to further the cause and promote the playing and enjoyment of cricket for women’s clubs and female players of all ages and levels of ability in the County of Cornwall and in particular:

 

 To produce an annual directory of all Cornwall clubs with Women’s / Girls’ sections.

 

To promote coaching courses for Women and Girls.

 

To promote competitive cricketing opportunities for Women’s and Girls’ clubs.

 

To preserve high standards of discipline in the club game and to be responsible for discipline and conduct of female cricketers in all competitions.

 

To provide a representative to the Cornwall Cricket Board Limited and to work with the CCB to ensure that issues relating to women’s cricket are addressed.

 

To provide a representative to the Cornwall Cricket League Management Committee and to work with the CCL to ensure that issues relating to women’s cricket are addressed.

 

To provide a representative to the Cornwall Youth Cricket League Committee and to work with the CYCL to ensure that isues relating to girls’ cricket are addressed.

 

To provide a representative to the Cornwall Association of Cricket Coaches and to liaise with the CACC to ensure that issues relating to women’s coaching are addressed To bid for funding.

 

To undertake all other activities of a similar nature to those specified above, or conducive to the furtherance of those so specified.

 

To work closely with the Cornwall Cricket Development Manager (CDM)

 

To conform with the attached structure

 

 Membership

 

3.         (i) Full Membership may be granted to any club which is currently in membership of the Cornwall Women’s League (Sunday competition), subject to payment of the annual fee.

 

            (ii) Associate Membership may be granted to any Cornish club which runs a standalone Women’s/Girls’ section, subject to payment of the annual fee.

 

 4.         Election to membership shall be at the discretion of the Committee but the Committee shall not elect any club to membership unless it is satisfied that the club has commitment to the objects of the Association set out at Clause 2 above.

 

 Voting rights at Meetings 

 

5.         (i) All members of the Association shall be eligible to vote at any General Meeting of the Association (either at the Annual General Meeting or otherwise).

 

(ii) Each Committee Member as mentioned in Clause 8(i) and 8(ii) shall have the eligibility of ONE vote. No individual may have more than one vote.

 

(iii) Eligibility to vote shall also be TWO votes per Full Member Club and ONE vote per Associate Member club, however, No Committee Member may also vote on behalf of a club.

 

(iv) Where voting at General Meetings is equal the chairperson may exercise a casting vote.  If the chairperson does not exercise a casting vote the motion will be lost.

 

 Forfeiture of membership    

 

 6.      If the CWCA Disciplinary Committee feels that after due enquiry the behaviour of a member and/or a club in relation to the Association and its activities is considered to have brought the game and/or the Association into disrepute then the CWCA Disciplinary Committee shall have the power to exclude that club from continued membership of the Association. Before any such decision is taken that club shall have the right to address the CWCA Disciplinary Committee either by personal attendance or by making any representations in writing. The club shall be notified in writing of the decision of the CWCA Disciplinary Committee.  

 

 Appeals

 

7.         (i)         All players or Member Clubs have the right to an appeal

 

(ii)              All appeals against the decisions of the CWCA Disciplinary Committee will be heard by an Appeal Panel convened under the appeal regulations and procedures of the Cornwall Cricket Board Ltd.

 

(iii)            A notice of the appeal must initially be notified in writing within 7 days of receipt of the decision(s) by the CWCA Disciplinary Committee, to the Board Secretary who will then advise on the appeal procedure.

 

(iv)            If a notice of Appeal is made, any penalty(s) imposed by the CWCA Disciplinary Committee will be suspended pending the Hearing and outcome of the Appeal.

 

 Management of the Association 

 

8.       The Management of the Association shall be run on behalf of the Association by a Committee (the "Committee").

 

 Membership of the Committee shall comprise:

 

            (i)         The Chairperson

 

                        The Honorary Secretary,

 

                        The Honorary Treasurer

 

                        Chair of Recruitment and Retention Sub Group

 

                        Chair of Competitions Sub Group

 

                        Chair of Communications Sub Group

 

                                                                        as elected Officers

 

 (ii)                   Representative to Cornwall Cricket League,

 

                        Representative to Cornwall Schools Cricket Association,

 

                        Representative to Cornwall Youth Cricket League,

 

                        Representative to Cornwall Association of Cricket Coaches,

                       

                        Press/ Media Officer

 

                        Manager of Cornwall County Cricket Club Women’s Team,

 

                                                                            as elected   

 

Election of Association Officers 

 

8.       The Association Officers and other Committee members mentioned in Clauses 8(i) and 8(ii) above shall be elected to serve for one year by the whole membership of the Association at the Annual General Meeting. Members of the Committee shall be eligible for re-election without further nomination. All other nominations should be in writing and be with the confirmed consent of the nominee and shall be received by the Hon. Secretary at least  14 days before the date of the Annual General Meeting. The Association at the Annual General Meeting shall have authority to vary this procedure if insufficient nominations have been received to be able to proceed as indicated.

 

 9.        The election of the Association Officers shall normally be by a secret ballot. All other voting at meetings shall be by a show of hands. Should any officer of the Association resign or be unable to act in their office during the period between Annual General Meetings the Committee shall have authority to declare the office vacant and then to appoint a member of the Association as Acting so to fill that office for the remaining period to the next Annual General Meeting.

 

 Power of Co-option to the Committee

 

10.        The Committee shall have the power to co-opt up to three other persons to serve on the Committee for the residue of an Association year. There shall be no duty on the Committee to exercise this power. Any member co-opted to the Committee shall become a full member of that Committee with normal voting rights.

 

 Conduct of Meetings

 

11.      At any meeting of the Association or of the Committee the person presiding shall have the power (but not an obligation) to exercise a second and casting vote in the event of the number of votes on a particular issue being equal.

 

Committee Meetings

 

12.     The Committee shall meet at such times as it shall decide, after all members have been advised of the meeting, but the Committee shall not meet less frequently than once every  four months. A quorum shall be one half of the voting members of the Committee. All decisions of the Committee shall be by a simple majority. Notification of all Committee meetings shall be given to every member of the Committee at least 7 days before the date of the meeting.

 

Sub Committee Meetings

 

13. The Sub Committees shall meet at such times as it shall decide, after all members have been advised of the meeting, but the Sub Committee shall not meet less frequently than once every three months. Notification of all Sub Committee meetings shall be given to every member of the Committee at least 7 days before the date of the meeting.

 

Annual General Meeting

 

14.       The Annual General Meeting shall be held in the months of September to December with 21 days notice to be given to all Members. A quorum shall be one half of the voting membership of the Association.

 

Convening of Meetings of the Association  

 

15.      An Extraordinary Meeting of the Association can be convened at any time by the Committee causing a Notice to be communicated to the membership by post at least  14 days prior to the date of the meeting. A meeting shall also be convened by the Honorary Secretary on receipt by them of a written request signed by three members of the Association stating the object of that meeting. On receipt of such a request similar notification of the meeting specifying the purpose shall be given to the members of the Association and the General meeting shall be held within twenty-eight days of receipt of the request. At all such General Meetings, a quorum shall be one half of the voting members of the Association.

 

Association Accounts

 

16.       Proper accounts of all financial transactions conducted on behalf of the Association shall be kept by the Honorary Treasurer.  The Honorary Treasurer shall keep all such books and records as the Committee shall require, and shall also produce all books, documents and money held on behalf of the Association if required to do so by the Committee and shall render a clear account of the Association's financial affairs to the Association at the Annual General Meeting. This officer shall ensure that all payments over the amount of £50.00 are made by cheque. All cheques and any requests for Bankers Orders which require signatures shall normally be signed by the Hon. Treasurer and either the Chairman or Hon Secretary. Exceptionally and in the absence of  the Honorary Treasurer the Chairman and Honorary Secretary may sign but shall inform the Honorary Treasurer of any transactions made in their absence.

 

 Honorary Secretary

 

17.     This officer shall attend all meetings of the Association or the Committee in order to keep Minutes and a record of the business transacted at such meetings, or (in the event of their being able to attend any such meetings) shall arrange for some other member of the Association to attend and to act on their behalf. The Honorary Secretary shall give notice of all appropriate meetings as required by these Rules and keep such records as the Committee may require and produce them when reasonably required to do so.

 

Dissolution of the Association

 

18.       In the event of the Association ceasing to exist for any reason such assets and monies as the Association shall then have shall be distributed to the Cornwall Cricket Board or its successors, but with the objective of fostering Women and Girls’ cricket within the county of Cornwall.

 

Altering of Constitution

 

19.       The Association's Constitution may only be altered at an Annual General Meeting or a special meeting of the Association called for that purpose and with notice to all full members.  Any such proposal for alteration of the Constitution shall be submitted to the Hon. Secretary, in writing, at least 28 days in advance of any such meeting.
